Today, President Serdar Berdimuhamedov chaired a regular Cabinet of Ministers meeting via digital system, addressing a range of state affairs.
Addressing the participants, the head of Turkmenistan noted that, in accordance with established tradition, citizens convicted of crimes who regret their actions and sincerely repent are pardoned.
In this regard, the floor was given to B. Gundogdyev, Secretary of the State Security Council and Chairman of the Commission for the Preparation of Proposals on Citizenship and Pardons under the President of Turkmenistan. He reported on the Commission's work regarding the pardoning of convicted individuals on the occasion of the International Year of Peace and Trust.
After hearing the report, President Serdar Berdimuhamedov, upholding this noble tradition, signed a decree pardoning 247 citizens in honor of the International Year of Peace and Trust.
The head of state instructed the Commission Chairman, in cooperation with the heads of law enforcement agencies, to carry out the necessary work for the release of the pardoned individuals from correctional facilities and their prompt return to their families.
The President of Turkmenistan wished the pardoned citizens to work conscientiously, serve the Motherland sincerely, and live, enjoying the fruits of honest labor.
Next, D. Gulmanova, Chairwoman of the Mejlis, spoke, informing about the preparation of draft laws related to the legal support for the country's further political, economic, and cultural development, the improvement of the population's living standards, and the Motherland's international initiatives, as well as amendments and additions to existing laws.
In addition, she reported on seminars on legislative activities organized for students of the Academy of Public Service under the President of Turkmenistan, with the participation of deputies.
Information was also provided on meetings held with the Ambassador Extraordinary and Plenipotentiary of the Islamic Republic of Pakistan, and via video conference, with members of the inter-parliamentary friendship group between the Mejlis of Turkmenistan and the National Assembly of the Republic of Armenia. Furthermore, a Mejlis deputy participated in a training on "Basic Concepts of the World Trade Organization for Turkmenistan," held in the People's Republic of China.
The head of the national Parliament also reported on preparations for the 30th anniversary of the Motherland's permanent neutrality, the Third UN Conference on Landlocked Developing Countries, and the Parliamentary Forum to be organized within its framework.
Summarizing the information, President Serdar Berdimuhamedov noted that the state's internal and foreign policy should be reflected in new laws. Emphasis was placed on the importance of developing new legislative proposals that will be in demand in the future.
Subsequently, H. Geldimyradov, Deputy Chairman of the Cabinet of Ministers, reported on the ongoing work to organize international events planned within the framework of Turkmenistan's 2025 chairmanship of the United Nations Special Programme for the Economies of Central Asia (SPECA).
It was reported that, according to the relevant plan, the Economic Forum, the 20th meeting of the Governing Council, and working group meetings are scheduled to be held in Ashgabat in November–December of the current year. In this regard, the Ministry of Finance and Economy, in cooperation with the Permanent Mission of Turkmenistan to the UN Office in Geneva and the United Nations Economic Commission for Europe (UNECE), is preparing for "SPECA Days," which are expected to be attended by high-ranking officials from SPECA member countries, UNECE, heads and representatives of other specialized structures of the organization, as well as international experts.
After hearing the report, the head of state emphasized the importance of consistently developing international cooperation to ensure the country's economic stability, instructing the Deputy Prime Minister to adequately prepare for the international events of the United Nations Special Programme for the Economies of Central Asia (SPECA) scheduled for November in Ashgabat.
B. Amanov, Deputy Chairman of the Cabinet of Ministers, reported on the activities of the supervised sector, specifically the State Concern "Turkmengaz."
It was reported that work is currently underway on the effective development of the Galkynyş gas field, and necessary measures are being taken to ensure the long-term, uninterrupted, and reliable operation of local gas wells.
In this regard, the Deputy Prime Minister submitted a relevant proposal for the head of state's consideration.
After hearing the report, President Serdar Berdimuhamedov noted the productivity of the Galkynyş gas field development. Approving the proposal aimed at improving the efficiency of work at the gas wells, the head of state instructed the Deputy Prime Minister to take appropriate measures in this direction.
Then, T. Atahallyev, Deputy Chairman of the Cabinet of Ministers, reported on the progress of seasonal agricultural campaigns.
As reported, cotton fields are currently being tended in accordance with agro-technical standards, including inter-row cultivation and irrigation. Preparations are underway for the upcoming cotton harvest, including combines and other agricultural machinery, cotton ginneries, receiving points, and transport vehicles for hauling the harvested crop.
On the areas allocated for grain sowing, plowing and leveling are being carried out, and the procurement of wheat seeds continues.
In the livestock farms of the velayats (provinces), appropriate work is being conducted to ensure proper animal care, increase their numbers, enhance productivity, and create feed reserves.
Summarizing the report, President Serdar Berdimuhamedov emphasized the importance of further comprehensive development and improvement of the agricultural sector. In this regard, the head of state instructed the Deputy Prime Minister to continue tending the cotton fields in accordance with agro-technical standards, prepare cotton ginneries and special vehicles for transporting the harvest, and carry out the necessary work for the future year's grain harvest and the preparation of fields for the upcoming sowing season.
Next, B. Annamammedov, Deputy Chairman of the Cabinet of Ministers, reported on the measures being taken to improve the quality of energy supply to consumers in the country.
It was reported that, to effectively utilize energy capacities and ensure the reliability and uninterrupted supply of energy to consumers, the Ministry of Energy is carrying out planned repairs of power plants, various voltage overhead power lines, and transformer substations.
At the same time, the material and technical base of the energy sector is being systematically modernized, and production capacities are being increased, which contributes to the uninterrupted operation of energy facilities.
After hearing the report, President Serdar Berdimuhamedov noted that the key task today is to strengthen the material and technical base of the electric power industry and ensure an uninterrupted supply of electricity to consumers, instructing the Deputy Prime Minister to keep the effective use of the country's energy capacities under constant control.
Then, B. Seyidova, Deputy Chairwoman of the Cabinet of Ministers, reported on the draft Resolution "On the Approval of the Procedure for State Registration of Movable Values of National Historical and Cultural Heritage."
It was reported that a wide range of work is being carried out for the careful preservation and state protection of values of national historical and cultural heritage.
In this regard, the Deputy Prime Minister submitted a draft of the relevant document for the head of state's consideration.
After hearing the report, President Serdar Berdimuhamedov noted that activities are underway in the country to develop national culture and art. Signing the Resolution for the state registration of national historical and cultural heritage items and maintaining their State Register, the head of state sent it to the Deputy Prime Minister via the digital system, giving relevant instructions.
Next, the floor was given to B. Orazdurdyeva, Deputy Chairwoman of the Cabinet of Ministers, who reported on preparations for the new 2025-2026 academic year.
It was reported that a meeting of leading education workers is scheduled for August 23 of the current year. This meeting will review the implementation of tasks set by the President of Turkmenistan for improving the education system and ensuring high quality teaching in the past academic year, and will define priority tasks and new goals for the new academic year. In addition, prospective work on the preparation of regulatory legal acts and teaching materials in accordance with national practice and international educational standards, as well as on increasing the professionalism of teaching staff and developing "mentor-student" relationships, is planned for discussion.
Furthermore, the meeting will specify plans for the new academic year regarding instilling a sense of national pride and patriotism in the younger generation based on the books of Hero-Arkadag and the President of Turkmenistan, ensuring the successful performance of young people in competitions and Olympiads, and engaging them in scientific creativity and future professions.
In this regard, the Deputy Prime Minister submitted relevant proposals for the head of state's consideration.
Summarizing the report, President Serdar Berdimuhamedov emphasized that in the era of the Revival of the New Epoch of the Powerful State, special importance is attached to improving the education system and ensuring high quality teaching. He instructed the Deputy Prime Minister to adequately prepare for the meeting of pedagogical workers dedicated to the priority tasks in the new 2025-2026 academic year.
Next, R. Meredov, Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs, reported on the ongoing work to further develop Turkmenistan's multi-vector cooperation with the United Nations Educational, Scientific and Cultural Organization (UNESCO).
It was noted that, to date, in the context of strengthening the relevant legal framework, our country has joined 15 international UNESCO documents. In accordance with the obligations arising from them, a number of our intangible and historical-cultural heritage sites, as well as natural sites, have been included in the UNESCO World Heritage List through national and multilateral nominations.
Systematic interaction is carried out with relevant UNESCO structures. These include the Intergovernmental Committee for Physical Education and Sport, the Intergovernmental Oceanographic Commission, the International Hydrological Programme, the Man and the Biosphere Programme, the Memory of the World Programme, as well as the UNITWIN Programme aimed at establishing cooperation and networking between university departments, and other international networks and institutions.
For example, within the framework of the UNITWIN Programme, UNESCO Chairs have been opened at two domestic higher educational institutions, and six UNESCO clubs have been established at relevant universities. At the same time, six secondary schools in our country have joined the UNESCO Associated Schools Network, the Magtymguly Youth Organization of Turkmenistan has joined the UNESCO Global Youth Community, and Ashgabat has been included in the UNESCO Creative Cities Network in the "Design" category.
In addition, within the framework of the Roadmap signed between the Ministry of Education of Turkmenistan and the UNESCO Institute for Information Technologies in Education, projects related to digital education and the implementation of advanced international practices in this field at the national level are being successfully implemented.
In this regard, it was reported that a number of proposals have been prepared to further implement the humanitarian initiatives of the President of Turkmenistan, promoted within the UN system.
Specifically, a proposal was submitted for the head of state's consideration regarding the participation of our country's delegation in the 43rd session of the UNESCO General Conference, scheduled for autumn of the current year in Samarkand.
Along with this, it is proposed to organize an international forum in a hybrid format in Turkmenistan in August of this year, within the framework of the aforementioned Roadmap. It is planned to hold it in 5 directions: digital education and artificial intelligence (AI); the role of AI in achieving the Sustainable Development Goals; international experience in implementing artificial intelligence in the national education and science system; improving the educational sphere through digitalization and AI technologies; the importance of AI tools in enhancing the qualifications of national specialists. Based on this, the Ministry of Education is envisioned to be responsible for organizing this event.
A proposal was also voiced regarding the financing of several projects through the Trust Fund, established with the assistance of the head of state based on the Framework Agreement between the Government of our country and UNESCO. These include: "Our Heritage," "Youth, Peace, and Security," "Creation of a Geopark in Turkmenistan," as well as a project aimed at strengthening measures to preserve the Amul fortress, which is included in the UNESCO World Heritage List, and others.
Summarizing the report, President Serdar Berdimuhamedov emphasized that our country actively cooperates with the UN and its specialized agencies. Approving the proposals aimed at further effective cooperation with the United Nations Educational, Scientific and Cultural Organization (UNESCO), the head of state instructed the Deputy Prime Minister, Minister of Foreign Affairs, to carry out the relevant work.
Then, M. Chakyev, Deputy Chairman of the Cabinet of Ministers, reported on the ongoing work to digitalize all sectors of the national economy and introduce technologies based on innovative developments.
Specifically, information was provided on the measures being taken in accordance with the Laws of Turkmenistan "On Electronic Document, Electronic Document Management and Digital Services" and "On Electronic Government" to coordinate the joint activities of state bodies through an electronic information system, streamline digital services, and adopt necessary regulatory legal acts.
In this regard, a relevant proposal was submitted for the head of state's consideration.
After hearing the report, the President of Turkmenistan noted that comprehensive work is being carried out in the country to develop the digital economy, organize the activities of state bodies at a modern level, and introduce innovative technologies into production. Approving the proposal on the "e-Government" system, the head of state instructed the Deputy Prime Minister to take appropriate measures.
In continuation, President Serdar Berdimuhamedov addressed the members of the Cabinet of Ministers and noted that today's government meeting, held via the digital system, is the last one this month. As emphasized, starting August 1, leaders, with the exception of agricultural complex leaders and velayat governors, will begin their annual leave, and they can rest and improve their health at the country's sanatoriums and the "Avaza" National Tourist Zone.
Due to upcoming international events, a number of leaders will participate in their organization during their vacation, the head of state said, wishing everyone a good rest.
A number of other issues of state life were also considered at the meeting, on which relevant decisions were made.
Concluding the Cabinet of Ministers meeting via the digital system, President Serdar Berdimuhamedov wished the participants strong health, family well-being, and great success in their work for the prosperity of the sovereign Motherland.
