Meeting of Cabinet of Ministers of Turkmenistan

Today, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via the digital system, where a number of issues concerning state life were reviewed.
First to speak was D. Gulmanova, Chairperson of the Mejlis, who provided information on the ongoing activities to improve the national legislation.
It was reported that work is currently underway to prepare drafts of the Laws of Turkmenistan "On Scientific Intellectual Property" and "On Virtual Assets," as well as to introduce amendments and additions to existing legislative acts.
Information was also presented on meetings held at the Mejlis with the Ambassador Extraordinary and Plenipotentiary of the State of Palestine to Turkmenistan and with a delegation headed by the Deputy Chairman of the Committee on Agriculture and Rural Affairs of the National People's Congress of the People's Republic of China.
Furthermore, Mejlis deputies participated in conferences organized by the Permanent Representation of the UN in Turkmenistan and the German Society for International Cooperation (GIZ), as well as in the 151st Assembly of the Inter-Parliamentary Union in Geneva (Swiss Confederation) and in an event organized by the UNICEF (United Nations Children's Fund) in Chișinău, Republic of Moldova, all conducted during working trips.
Summarizing the information, President Serdar Berdimuhamedov focused attention on the importance of continuing the development of new laws that meet the requirements of the time and the permanent improvement of work in this area.
Next, Kh. Geldimyradov, Deputy Chairman of the Cabinet of Ministers (Vice-Premier), reported on the progress of preparations for the regular meeting of the Joint Turkmen-Tatarstan Working Group on Trade-Economic, Scientific-Technical, and Cultural Cooperation, which is planned for November of this year in Ashgabat.
The agenda includes issues of further expanding cooperation in the trade-economic, oil and gas, energy, industrial, transport, communications and information technology, textile, agriculture and environmental protection, science, education, healthcare, pharmaceutical, culture, sports, and youth policy sectors.
In this context, the Vice-Premier submitted the draft of the relevant Resolution for the consideration of the Head of State.
Having heard the report, President Serdar Berdimuhamedov noted that Turkmenistan maintains fruitful relations with the Republic of Tatarstan of the Russian Federation. To further develop the established bilateral cooperation, the Head of State signed the relevant Resolution, giving the Vice-Premier specific instructions.
Following this, B. Amanov, Deputy Chairman of the Cabinet of Ministers (Vice-Premier), reported on the progress of work carried out by the State Corporation "Türkmengeologiýa" regarding the exploration of oil and natural gas fields.
It was noted that Turkmen geologists are undertaking appropriate steps to identify underground reserves of natural resources, utilizing powerful machinery, seismic equipment, and software systems. In this regard, it was reported that several structures were discovered as a result of seismic exploration work in the velayats.
Summarizing the report, President Serdar Berdimuhamedov noted the productive activities being carried out in the country for the exploration and development of oil and gas fields, and instructed the State Corporation "Türkmengeologiýa" to continue the work aimed at more effective exploration of oil and natural gas fields.
T. Atahallyev, Deputy Chairman of the Cabinet of Ministers (Vice-Premier), then reported on the progress of seasonal campaigns in the agricultural complex and the country's velayats.
It was reported that in the fields sown with wheat, fertilization with mineral fertilizers and irrigation of the sprouts continue, in accordance with agro-technical standards, to ensure a rich harvest next year. Furthermore, work is being carried out to harvest the grown cotton to the last boll and to ensure the proper storage and processing of the raw cotton. Measures are being taken in Lebap velayat to harvest and store the rice crop, and in Mary velayat for sugar beet.
Alongside this, mineral fertilization of cotton fields and plowing are being conducted in the country's regions, with the effective use of agricultural machinery. Livestock farms are continuing the appropriate preparations for a well-fed and warm wintering of livestock.
Summarizing the report, President Serdar Berdimuhamedov noted the importance of the further comprehensive development of the agricultural sector and the improvement of the ongoing work. The Head of State emphasized the necessity of caring for wheat crops in accordance with agro-technical norms, harvesting cotton to the last boll, strictly controlling the proper storage and processing of the gathered harvest, and correctly organizing the work to prepare the land for spring sowing, giving the Vice-Premier a number of specific instructions in this regard.
Subsequently, B. Annamammedov, Deputy Chairman of the Cabinet of Ministers (Vice-Premier), reported on the activities being carried out in Ashgabat as part of the preparations for the 30th anniversary of Turkmenistan's neutrality.
It was noted that work is currently underway in the capital to repair and landscape cultural and social facilities and parks, as well as to plant various tree saplings and decorative flowers in the adjacent territories. Additionally, appropriate steps are being taken for the festive decoration of the main city's avenues and streets as part of the preparations for this significant date.
Having heard the report, President Serdar Berdimuhamedov noted that celebratory events are being widely held in the Fatherland on the occasion of the 30th anniversary of our permanent neutrality, which falls within the International Year of Peace and Trust. In this context, the Head of State instructed the Vice-Premier to exercise strict control over the proper execution of the work for the landscaping and festive decoration of the capital in connection with this internationally celebrated date.
Next, N. Atagulyev, Deputy Chairman of the Cabinet of Ministers (Vice-Premier), reported on the preparations for the upcoming meeting of the Joint Intergovernmental Turkmen-Qatari Commission on Trade-Economic Cooperation, which is scheduled to take place in Doha (State of Qatar) in November of this year.
It was reported that the agenda of the regular meeting of the Intergovernmental Commission will cover issues related to building up bilateral partnership in the trade-economic, investment, financial-banking, energy, transport and communications, information technology, agriculture, and environmental protection sectors. The commission will also review opportunities for intensifying cooperation in the cultural and humanitarian sphere, particularly in education, culture, youth policy, sports, and tourism. In this connection, a corresponding proposal was submitted for the Head of State's consideration.
Summarizing the report, President Serdar Berdimuhamedov noted the large-scale work being conducted in the country to strengthen mutually beneficial trade and economic relations with the State of Qatar. Approving the submitted proposal on the composition of the Joint Intergovernmental Turkmen-Qatari Commission on Trade-Economic Cooperation from the Turkmen side, the Head of State instructed the Vice-Premier to take appropriate measures in this direction.
Then, B. Seyidova, Deputy Chairman of the Cabinet of Ministers (Vice-Premier), reported on the draft Resolution "On Announcing the Competition for the President of Turkmenistan's 'Türkmeniň Altyn asyry' Award" (Turkmen's Golden Age).
It was reported that as part of the aforementioned competition, which is traditionally held annually, plans include announcing the television competition for amateur young performers "Ýaňlan, Diýarym!" (Reverberate, My Country!), the competition for dutar players and bakhshi musicians "Çalsana, bagşy!", and the contest for talented children "Garaşsyzlygyň merjen däneleri" (Pearl Grains of Independence). The results of the competition for the "Türkmeniň Altyn asyry" Award are scheduled to be finalized in September 2026, during the celebration of the 35th anniversary of our country's independence. In this connection, the Vice-Premier submitted the draft of the relevant Resolution for the Head of State's consideration.
Having heard the report, President Serdar Berdimuhamedov stressed that great attention is paid in our country to the development of national culture, the study of cultural heritage, and the identification of young talents. Having signed the Resolution "On Announcing the Competition for the President of Turkmenistan's 'Türkmeniň Altyn asyry' Award," the Head of State sent it to the Vice-Premier via the digital system, giving relevant instructions.
Next, B. Orazdurdyeva, Deputy Chairman of the Cabinet of Ministers (Vice-Premier), reported on the progress of preparations for the award ceremony of the Youth Prize of Turkmenistan laureates.
It was reported that many young people were nominated for the competition, held during the International Year of Peace and Trust, by ministries, departments, the Hyakimliks of the cities of Ashgabat and Arkadag, and the velayats. A number of participants were recognized as worthy of the Youth Prize of Turkmenistan for their successes in science, education, sports, healthcare, culture, economy, industry, agriculture, for high creative abilities, and for active participation in the popularization of the domestic and foreign policy, as well as the large-scale reforms implemented under the leadership of the President of Turkmenistan. The solemn ceremony for announcing and awarding the laureates of the Youth Prize is scheduled for November 16 of this year at the Center of Public Organizations of Turkmenistan. In this connection, the Vice-Premier submitted a corresponding proposal for the Head of State's consideration.
Summarizing the report and emphasizing the effective activity carried out in the country to educate knowledgeable young people with fundamental scientific knowledge and a broad outlook, President Serdar Berdimuhamedov ordered the solemn award ceremony for the laureates of the Youth Prize of Turkmenistan to be held at a high level.
Then, the floor was given to R. Meredov, Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs, who reported on the comprehensive work being carried out to prepare for President Serdar Berdymukhamedov’s participation in the Seventh Consultative Meeting of the Heads of State of Central Asia and for the Head of Turkmenistan’s state visit to the Republic of Uzbekistan.
The consistent development of bilateral and multilateral relations with neighboring countries in the region is one of the priority vectors of the Fatherland's foreign policy course. Particular importance is attached to building up diverse cooperation with Central Asian states on a long-term basis.
It was noted that the agenda of the upcoming Seventh Consultative Meeting of the Heads of Central Asian States in Tashkent will cover a wide range of areas of interstate partnership, including the further strengthening of constructive cooperation in the region and an exchange of views on topical regional and international issues. In addition, a number of related events aimed at revitalizing regional cooperation will be organized within the framework of the Summit.
As is known, diplomatic relations between Turkmenistan and the Republic of Uzbekistan were established in February 1993. Developing a good-neighborly, friendly dialogue, our countries productively cooperate in the political-diplomatic, trade-economic, and cultural-humanitarian spheres. A solid contractual and legal framework for bilateral partnership has been created. As part of the visit program, in addition to high-level negotiations and other relevant events, the opening of a new Turkmen-Uzbek border trade center is planned.
Summarizing the report, President Serdar Berdimuhamedov noted that the Seventh Consultative Meeting of the Heads of State of Central Asia will play an important role in strengthening multilateral cooperation and further expanding friendly and fraternal relations. “The Republic of Uzbekistan is also one of our closest neighbors. Cooperation between our countries is developing progressively,” the Head of State said, instructing the Vice-Premier and Minister of Foreign Affairs to thoroughly prepare for the Consultative Meeting and the upcoming state visit to the Republic of Uzbekistan.
M. Chakyev, Deputy Chairman of the Cabinet of Ministers (Vice-Premier), reported on the measures being taken to bring the legal framework of the road transport sector in line with the requirements of the time.
It was reported that all this will allow for the improvement of the organization of work in the road transport sector and the increase of the quality and competitiveness of services provided to passengers. In this context, a corresponding proposal was submitted for the Head of State's consideration.
Summarizing the information presented, President Serdar Berdimuhamedov noted the effectiveness of the measures being taken to modernize the relevant sector. Approving the submitted proposal on the improvement of passenger and cargo transportation by road, the Head of Turkmenistan ordered the appropriate work to be carried out.
A number of other issues of state life were also considered at the meeting, and corresponding decisions were adopted.
In conclusion of the Cabinet of Ministers meeting via the digital system, President Serdar Berdimuhamedov wished the participants strong health, family well-being, and great success in their work for the prosperity of the sovereign Fatherland.
