Dear Compatriots! Esteemed People!
I wholeheartedly congratulate you on the International Day of Neutrality and the 30th anniversary of Turkmenistan’s permanent neutrality!
Choosing a foreign policy course and a national path aimed at integration into the system of international relations from the first days of its independence, Turkmenistan, on December 12, 1995, gained the legal status of permanent neutrality with the broad support of the global community and in accordance with the historical Resolution of the United Nations General Assembly. Neutrality has opened up new opportunities for our country, situated at the crossroads of Asia and Europe, in the center of the Great Silk Road, to develop large-scale cooperation within the framework of its foreign policy strategy, and to put forward and implement initiatives that fully support and unite the efforts of the international community in the fields of universal peace, security, and sustainable development.
In a short period of time, glorious pages have been inscribed in the modern history of our beloved Motherland, and our neutral country has become a reliable partner and a center of peace-making. On the initiative of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Hero-Arkadag, the United Nations Regional Centre for Preventive Diplomacy for Central Asia was opened in Ashgabat. Turkmenistan has been repeatedly elected Vice-Chairman of the UN General Assembly and has served within the structures of this Organization.
The adoption of the third Resolution, “Permanent Neutrality of Turkmenistan,” at the 61st plenary meeting of the 79th session of the United Nations General Assembly, held in the International Year of Peace and Trust, attests to the high appreciation of the Turkmen people’s principles of neutrality, which are rooted in millennia and have become universal values, as well as the state’s initiatives to popularize the policy of humanism, peace, and trust, aimed at ensuring universal peace and development on Earth. All this once again confirms the correctness of the chosen path of our democratic, legal, secular state and its immense significance for the entire world.

In the Era of Revival of the New Epoch of the Powerful State, we firmly and consistently adhere to our international obligations and the principles of international law, realizing the country's geopolitical and geo-economic potential in the name of peaceful life, creative development, and mutually beneficial cooperation. In accordance with our foreign policy strategy, we attach great importance to the further strengthening of ties with authoritative international organizations such as the United Nations, the European Union, the Shanghai Cooperation Organization, the Commonwealth of Independent States, the Organization for Security and Co-operation in Europe, the Non-Aligned Movement, and with the countries of the Asia-Pacific regions, the Near and Middle East, Europe, and America.
The high-level hosting of the Third UN Conference on Landlocked Developing Countries (LLDCs) in the Avaza National Tourist Zone, the unanimous adoption of the "Avaza Political Declaration" Resolution at the 18th plenary meeting of the 80th session of the General Assembly of this Organization, and the commencement of the Serhetabat–Herat gas pipeline construction with the blessing of the Hero-Arkadag are historical events confirming the high international authority of our state, which pursues a policy of peace, friendship, brotherhood, and cooperation, and the enormous significance of our neutrality for the entire global community.
Dear Compatriots!
Independence and neutrality are the main pillars of the foundation of our beloved Fatherland, the basis of our development and achievements. Guided by the motto, "The Motherland is a Motherland only with the people! The State is a State only with the people!", we are carrying out large-scale work aimed at transforming our neutral country into a mighty, democratic, and legal state where citizens live happy lives. Thanks to the creative and inspiring power of our beloved people, their patriotism and enthusiasm, we are actively continuing the construction of new modern villages and cities, and creating industrial, energy, transport, and communication infrastructure. All this work, carried out in the name of universal well-being and happiness, contributes to the recognition of neutral Turkmenistan as an economically powerful state and strengthens broad international cooperation in the interests of peace and sustainable development.

Once again, I sincerely congratulate you on the International Day of Neutrality and the 30th anniversary of Turkmenistan's permanent neutrality—an historically significant holiday widely celebrated throughout the world!
May the authority of our mighty Motherland, which promotes the principles of neutrality, peace, good neighborliness, friendship, and brotherhood in the world, be multiplied!
