Turkmenistan–China: Towards Strengthening Friendship and Cooperation

Dear Chinese Friends!

First of all, I would like to express my gratitude to the leadership of the People's Daily newspaper for the initiative to publish this article on the eve of the Turkmenistan delegation's visit to the People's Republic of China. I responded to this request with great readiness. I believe that a direct address to the multi-million-strong audience of such a respected and authoritative publication will help it better understand the essence of the relationship between Turkmenistan and the People's Republic of China and more clearly assess the current and future joint activities of the two states for the benefit of our peoples and in accordance with their fundamental interests.

For over 30 years, Turkmenistan and the People's Republic of China have been developing their relations as independent states. Over this period, which is historically short, a great and constructive path has been traversed. Close political, trade, economic, and humanitarian ties have been established. Regular contacts have been put in place between the leadership of the two countries. A solid legal framework for cooperation has been created.

In September 2013, a historic event took place that predetermined the essence and direction of our relations for the long term: the Joint Declaration on the Establishment of Strategic Partnership Relations between Turkmenistan and the People's Republic of China was signed in Ashgabat. Furthermore, in May 2014, the Joint Declaration on the Development and Deepening of Strategic Partnership Relations between Turkmenistan and the People's Republic of China and the Statement on the Adoption of the Plan for the Development of Strategic Partnership Relations between Turkmenistan and the People's Republic of China for 2014–2018 were adopted.

And yet, in speaking of the undeniable achievements in the modern development of bilateral ties, one cannot view them in isolation from the deep, centuries-old common heritage that unites our peoples. I am convinced that this heritage has become the most enduring, fundamental pillar of the deeply-rooted realities of the Turkmen-Chinese comprehensive strategic partnership.

Historical documents, chronicles, and literary monuments contain irrefutable evidence of close political, trade, commercial, and cultural contacts between the Turkmen and Chinese peoples. They span more than one century. Over the ages, a certain type of relationship was created between the two peoples, a mutual understanding was formed, and mutual knowledge and comprehension took place. And it must be said that this was a beneficial, positive, and constructive process that encompassed many spheres and significantly influenced civilizational development in Asia, contributing to the prosperity and mutual material and spiritual enrichment not only of the Turkmen and Chinese but also of other peoples on the continent, from immediate neighbors to more distant countries.

The key factor in this historical trajectory, in which our two peoples were participants, was the Great Silk Road. And I am convinced that there is deep logic, truth, and authenticity when we say today that we are the heirs and continuators of this historical fact. It is natural that, in characterizing China's "One Belt, One Road" concept and Turkmenistan's "Revival of the Great Silk Road" initiative, we emphasize the proximity, philosophical, and practical identity of these two significant, large-scale projects.

In the political sphere, interstate cooperation between Turkmenistan and China is currently characterized by mutual trust, openness, and a high level of constructivism. The meetings and negotiations between the leaders of the two states are always a substantive and responsible strategic dialogue, covering the most important areas of bilateral cooperation and interaction on the international political stage.

The approaches and views of Turkmenistan and the People's Republic of China are similar or coincide on fundamental issues of global world order. Our states resolutely and unequivocally advocate for the creation of a solid system of stable and secure international architecture, based on equality, mutual respect, justice, predictability, and the recognition of multilateral interests. The foundation of such a world order is the UN Charter and the system of international law. Turkmenistan and China work tirelessly on this together within multilateral structures. A well-established practice of mutual support has become a good tradition within these bodies. This is a deeply considered, forward-looking diplomatic line of the two countries, based on a correct long-term assessment of various events and processes. A prime example of this approach was the support for Turkmenistan's neutrality from the People's Republic of China. The supreme authority of China and its effective position played a notable role in the international recognition of Turkmenistan's permanent neutrality during the adoption of the first and subsequent resolutions of the UN General Assembly. And today, Turkmen neutrality, acting as an important positive factor in international and regional politics, objectively contributes to the success of the People's Republic of China's efforts to achieve peace, stability, and good-neighborliness in Asia and on the planet as a whole.

In turn, our country always speaks honestly, openly, and with principle on topics of importance to China, including those concerning the unity of the People's Republic of China, its territorial integrity, and the fight against terrorism, extremism, and separatism.

Turkmenistan and China are united on the world political stage by the conviction of the need to increase the role of developing countries and ensure they have a worthy place in the international agenda on issues such as energy and food security, the fight against epidemics and diseases, and human rights, including fundamental rights such as the right to life and safety, and health. In this regard, it would be appropriate to recall the solidarity and mutual assistance demonstrated by Turkmenistan and China during the most difficult period of the fight against the COVID-19 pandemic. We will always be grateful to China for its support in supplying medicines and equipment to Turkmenistan. "True friendship is revealed in difficult times"—this ancient Chinese truth is fully applicable to the relations between Turkmenistan and the People's Republic of China. Our friendship has honorably withstood difficult trials.

Year by year, the cooperation between Turkmenistan and China is improving and strengthening on a regional level. Productive communication has been established within the framework of the "Central Asia-China" format. Turkmenistan regularly and with great interest participates in the summits of major multilateral structures of which the People's Republic of China is a member. In particular, I would like to note the high-level participation of the Turkmenistan delegation as an honorary guest in the upcoming Shanghai Cooperation Organisation (SCO) Summit.

Speaking about this, I cannot fail to give special attention to the progress and prospects of the strategic partnership between Turkmenistan and China in the economy, especially in the energy and transport sectors.

Here, I am convinced, our capabilities are colossal. Their use is already yielding impressive results and having a serious and positive impact on continental geoeconomic realities.

Among the most significant joint achievements in energy, we rightly name the strategic Turkmenistan-China gas pipeline, which was put into operation in 2009. This unique engineering structure is the result of the political will and determination of the leadership of the two countries, a reflection of our mutual capabilities and potential. In essence, the gas pipeline has become not just a means of delivering significant volumes of Turkmen natural gas to China, but also a prototype for a just, mutually beneficial, and sustainable configuration of the energy security system on the continent. We can be proud of the work done, the fruits of which have provided a powerful impetus to the development of the economies of Turkmenistan and China, as well as the transit states, and the entire system of relations in the Eurasian energy space. The cooperation between Turkmenistan and China in this area will continue and develop. It has proven its economic viability and its alignment with long-term, mutual, and multilateral interests.

Turkmen-Chinese transport partnership is gaining increasing relevance. As mentioned earlier, our views on the essence and tasks of transport strategies are close and compatible. This is a good prerequisite for combining geographical advantages, financial, organizational, and political-diplomatic resources to create an integrated and combined complex of transport and logistics corridors along the East-West axis, which is the most promising and fruitful way to achieve economic convergence between Asia and Europe on the sustainable principles of mutual benefit and equal partnership. Turkmenistan and China are objectively destined to play a key role in this endeavor, and we are grateful to our Chinese partners for their readiness to cooperate. I am confident that this highly promising transcontinental project will be successfully implemented and will become another powerful bond of our strategic partnership in the 21st century.

I will return once again to the historical parallels and the centuries-old experience of mutual communication, including in the economic and trade spheres, between the Turkmen and Chinese peoples.

In the modern era, this heritage is no less in demand, and I believe that we should jointly use and effectively apply it in the practice of business cooperation. I have no doubt that the Turkmen and Chinese business communities have much to offer each other. The revival of trade ties, their diversification, and initiatives for joint projects in the field of small and medium-sized businesses will all have a tangible impact on the development of specific sectors of the economies of the two countries, bringing real commercial benefits, increasing the prosperity and living standards of our people, and addressing social issues. During the bilateral economic dialogue, we give due attention to the investment segment; there is understanding and a desire to move towards real joint projects and mutual support for this process at the governmental level, which gives reason to look to the future with optimism and confidently build plans for cooperation.

The technological field of partnership between Turkmenistan and China is particularly in demand today. In our country, the development of the economy, the social sphere, urban development, and industrial sectors is being progressively shifted to an innovative footing. And we are appealing to the Chinese side with a proposal to participate in this process on a mutually beneficial and long-term basis. I must say that this proposal is met with a positive response in China among the leadership of specialized structures and companies.

The humanitarian sphere represents a huge, truly limitless area of cooperation. This is natural for two countries and peoples united by feelings of friendship, brotherhood, mutual respect, and trust.

Today, our humanitarian ties are aimed at meeting each other's needs and the mutual desire to study the history and culture of Turkmenistan and China. I observe with joy and satisfaction the development of these trends among the youth of the two countries. Young Turkmen men and women studying in the People's Republic of China absorb the great culture of China and, in turn, act as ambassadors of Turkmen culture on Chinese soil.

This is a most important process. In essence, thanks to the efforts of the two countries, a system for the convergence of the values and worldviews of Turkmenistan and China as societies and states is being formed, creating a solid value framework for a healthy, positive outlook on ourselves and the world around us, in which Turkmenistan and China are destined to perform an important creative function. With all their distinctiveness and uniqueness, our countries and peoples are moving forward together, clearly seeing their goals and prospects ahead.

Today, Turkmenistan and China are true friends, reliable partners, and like-minded collaborators in solving the most important issues concerning the development of their states and all of humanity.

I am firmly confident that together we will achieve all the tasks we have set.
